Release notes

This is the initial release of the OVHcloud KMS plugin, which is compatible with OpenBao starting with the v2.6 beta release.

This is a net-new Auto Unseal provider that was not built-in to OpenBao before. As such, it is released as v0.0.1 until it has seen broader adoption and testing.
